In general West African usage, chop money means spending money for enjoyment, or an allowance given for upkeep. In Ghana it's specifically the household allowance a man gives his wife, but in Naija one might say 'chop money dey hand' meaning 'money is available to spend.'
"Friday night and chop money dey, we go flex small. (Meaning: It's Friday night and we have some money to spare, we'll go enjoy ourselves a bit.)"
