If someone is 'not looking face,' they're not showing favor or mercy. Often used when someone in authority treats everyone strictly equally (not looking at whose face it is).
"Police not looking face – they arrest everybody parking wrong. (Police don't care who you are – they'll arrest everyone who parked wrong.)"
