In Nigerian usage, to be settled means to be paid off, often as a bribe or to resolve an obligation. "I don settle am" implies the person has been given what they want (usually money) to lay an issue to rest.
"No worry, I settle the area boys so we can park here. (English, meaning "Don't worry, I paid off the street guys so we can park here safely.")"
