A fusion of 'tender' and 'entrepreneur'. It's a South African term for someone (often politically connected) who gets rich by winning government contracts (tenders) through influence, not necessarily through merit. Often implies corruption or nepotism.
"That guy became a millionaire at 30 – rumors are he's a tenderpreneur with friends in high places. (Meaning: That guy became a millionaire at 30 – there are rumors that he abuses government connections to win lucrative contracts.)"
